Wacom Tablet pen Not working right Tablet detects pen inch or so from tablet.?

I have a Wacom Tablet Graphire 4 CTE-440 and the pen is suddenly not working right. The tablet Detects the pen about an inch before I even touch the tablet making it so I canto use the pen correctly The pen sometimes drags items on the screen and I cannot click things with it. Is there any way to fix this? Im petty sure its just the pen because the mouse for my tablet works just fine. But the pen is overreacting to everything. Help?
Its weird cause sometimes it will work but as soon as I shut off my computer and restart it the pen acts weird again.
