can you write files on a cd using a tablet pc?

i'm interested in getting one, but i couldn't understand the overview presented by its website.. Can you write files on a cd from a tablet pc? Also, what type of webcam should be used? i'm planning to get the Hp Compaq tc4400 tablet pc...
